Sir,
I have etc., to refer to your confidenti
despatch No. 290 of 25th November, 1948, on
the subject of the establishment of a
Public Services Commission and to express
my approval generally of the course of
action which you propose.
2. As regards the remission of vacancie
to the Commission, I agree that it would be
contrary to the principles laid down in
Colonial Office Paper No.197 to reserve
certain posts or a proportion of posts in
certain classes for overseas candidates if
local candidates, in every way suitable, were
available. In this respect the first of the
comments in paragraph 4(b) of my
Confidential despatch No. 66 was, perhaps,
misleading and I accept the views expressed in
paragraphs 4 and 5 of your despatch under
reference.
As you indicate, it will be for
later consideration, when the Commission is
in existence, whether local appointments to
posts heretofore exclusively filled by
members of Unified Services may be made
without prior reference to me.
